Default Administrative powers Help: Administer account help

hiiii techies actually i m looking for help regarding setting up a admimistrative account. actually my frineds also use my computer but they they are not comfortable using the computer and hence they change the settings of my computer and download infected files. so i want to set up an accounts one with administrative powers and one for my friends so that they can just use the internet and check mails but cannot access my settings or change it nor even my folders
if there is A WAY then please tell me the exact tutorial as how to create the account and to setup the powers

just give them the guest account assuming this is xp or create them a limited acount with their name or something. good luck.
