90 GB harddrive, only 75gb after I deleted everything

Title says it all. Ihave a 90 GB harddrive. I deleted everything (including windows) and I still have 15 GB of taken space. How would I remove this space?

Also, remember the real capacity of a HDD is 7% smaller than the advertised capacity due to differences in data storage conventions.

7% of 90gb is nowhere near 15 gb.

Yes it shouldnt be that low...now did you reformat the drive or simply just delete everything off the drive? If you didnt format that is your problem there..

The reformat would not work. So I deleted everything off the drive.

What are some sure-100% ways to delete/format on your drive?
I treid the mgtm.exe thing and such but it wouldnt let me reformat the drive.

boot off the xp cd and bring up the recovery console and trigger the format D:\ command where it is your drive letter of the drive you want to format.
