Default wireless managment program for laptop?

Since I am going to be moving around alot with my laptop and am always changing wireless networks I was wondering if there are any programs that can automatically detect and connect to a nearby network without me having to go into the wireless network window in windows hit refresh then wait a minute then connect then if there isn't a network available go somewhere else and try again. I already tried easy wifi radar which didn't detect the wireless adapter in my laptop. Any more suggestions

Connecting to a unsecure WiFi signal

basically its because I am going to frequently be switching from hotel connections,connections at university, coffee shops. I am not trying to hack into anyone's personal wireless

What OS? From what i know there isnt anything like this out there. But if someone finds something it would be helpful to know what OS.
