Well, I used this program on my old PC for my 6800 GS, but I'm not sure if this can be used on a 9500M GS.

If it can be, then I'll need a quick run through on what I need to do to set it up and get the max out of my card.

it can oc as much as it can handle. each card is different.. so you're just gonna have to try it out and see what you can do.

Till it becomes unstable. IE: Artifacts, lockups, etc.

Go up in small increments, especially since you're in a laptop. Heat is real bad for them and they're much easier and more expensive to burn out. Don't go crazy, go slowly.
