Default Video encoding question (hardware related)

Hello all,

What hardware is most important for doing video encoding? Is this all CPU or does it also rely heavily on ram or video card? Any help is appreciated. Just trying to use my second PC for encoding and would like to know what I should look into.

Also, if CPU is important, how much faster would the dual core processors be? Looking at buying the X2 3800.
