is there such thing as a chart telling you every videocards performence? and also tell you the FPS you would get depending on your CPU?

the only performance rating you can get is bandwidth, pixels and fill rate. It'd be impossible to make an FPS chart

No, but whoever does that has WAY too much time on their hands. TomsHardware gives pretty good charts, but they usually only use one system to test their cards.
