CSS and HL2 are about equal

Well CSS on low mx440 settings looks a bit like the origional CS with custom models on high

I have a few PCI slots open, so it's good.

Im not so sure you want PCI. It is the biggest bottleneck a video card can have. You are hearing this from someone who only has a PCI slot, I am very disappointed with it. Even thought it is a 5600 w/ 256mb of ram, I get no more than 11 fps in doom 3 on lowest settings. Here is a great AGP card that fits your price range:

I'll keep an eye out when I have more money for a AGP 4x/8x card. Maybe a MX440 or a 4000. But for now, to keep my backup comp running well, I'll stick with the PCI MX. I mean, it can't be worse than onboard, that's for sure, LOL.

I can't remember if I asked this, I don't recall, but...
Is a PCI MX400/440 comparable with a plain AGP 8x 5200?
