Strange Files Recreating Themselves

In the screenshot you can see three files with long file names - when I turned off my computer last night there were only two of them and now there's three.

WHAT. Is this?

They're created by Windows updates. I believe they're safe to delete.

They're temporary extraction points for updates, software, etc. like Nubbleet said. I know I had a few of those when I tried getting the Zune software working for Windows 7.
