In our new tech world, do we have electronic pen that use for windows PC (desktop PC) yet?

What I am looking for is a tool that I can play on my desktop like drawing, signing my signature, add comments to pdf files or so then email back to clients. I am thinking if we can have an electronic pen that able to use on my desktop screen, that would be great.

Check out that link. What you're looking for is a tablet. Basically an electronic pen with a writing surface that acts as an interface. I'm actually dying to get one for photoshop, but they're kind of expensive.
