Default cooling question

I got a very basic question here.

is the fans of the CPU and video card suppose to be blowing air into it or blowing hot air away from it?
i tried feeling the air and i cant feel if there was anything blowing from it.

i have a small case and my CPU is right behind the PSU.
temperature dropped by 5 degrees when i removed the PSU.

if the fan is blowing air away from the CPU, then i guess its not actually a problem.am i right?

again,i dont have temp problems.this is more of a learning stuff for me.even with the CPU behind the

PSU temp looks good (weather is not that hot, yet.not until March next year).

It blows air onto it.

It works like this,

You have your video processor/regular computer cpu. Attached to these cpu's are heatsinks (the fin looking thing). The heatsink pulls the heat away from the cpu and disperses it into it's fins. The fans blow air onto the fins of the heatsink to keep it cool.

You should also have case fans. either sucking air into the case in the front or bottom and blowing it out the back or top.
