well i was able to solve the performance problems pretty completely by just installing a ton of security updates and service pack2 and reinstalling my catalyst drivers, and making sure the plug and play monitor installed...
the graphics are alright...still kind of torn with my old crt

thanks alot jolancer for all the help though, i really appreciated it.

if tearing is a problem turn on v-sync

tearing is when in a game it looks like that part of the screan moves and the other half lagg's or looks like it temporarily froze, causing tearing lines across parts of the screen
