Default "unable to control A20 line"

I just wiped the hard drive on my i486. By wiped, I mean completely wiped, no OS or anything remaining.

I am planning on installing Linux and I have created a Linux setup CD-ROM. However, my old i486 can't boot from the CD-ROM drive, so I need a floppy boot disk that will boot from the CD-ROM drive. I tried using the Windows 98 FDISK, but I get the following error upon continuing with/without CD-ROM support:

Code:
ERROR: Unable to control A20 line!
       XMS driver not installed.
What is going wrong??
