Default Unable to add drives

I recently went through my services disabling ones that I didn't need and found that my MAT****A DVD-RAM UJ-8465 on my Toshiba laptop no longer worked. So, I changed all of services settings back to their XP defaults and I still can't get it to work. (exported list attached)
When I go into Disk Management, it is not listed.
When I go into Device Manager, the drive is recognized as connected but "Windows cannot load the device driver for this hardware. The driver may be corrupted or missing. (Code 39)" I downloaded the latest driver, "priusdeckn_odd_f10132r.exe," but when I try to install it, it says "The target drive is not connected."
Furthermore, I can no longer mount images as both DAEMON and MagicDisc encounter errors when I try to assign a drive letter.

Any suggestions?
