Default Speed up HD Videos?

when ever i watch a HD Video on the internet its slow and choppy like for example if i am on youtube, hulu, and vimeo. it can't be my internet connection because i tested it and it runs 24004 kbps and i am paying a lot of money for the internet and i can't even watch HD videos properly. Is it a new video card or something i might need.

windows xp home edition

now for the specs and hardware:

2GB Ram
celeron CPU 2.66GHz
intel (R) 82865G Graphics Controller

Yup, looks your computer just isn't powerful enough to do HD video smoothly; you'd need to upgrade your CPU or GPU to do so.

I would say the GPU for sure. From what i know that Intel integrated GFX chips, especially one that old, cant do HD. Which would be why you get the issues you do. The CPU will be fine. the Graphics card needs a update.
