Question Seagate HD won't Partition Correctly

I have partitioned HDs a hundred times. I have this New Seagate 160gb 7200 IDE HD. Using an fdisk I can't get a 160gb partition. It comes up with 21223mb after I create the partition. I looked in the BIOS and it is lists a 160GB HD.... The jumper on the HD is set for Master. What am I over looking? Any Ideas?

Can you use the Windows disc to partition?

Can you use the Windows disk even after trying to partition the HD like 6 times?

Dunno, as long as the Windows disc can load file onto the hard drive, it can run a primitive Windows/DOS function and you can see if that works.
