Default PCI Link Width to low for PCIe

I'm using a Maximus Formula motherboard. With an X38 chipset, both PCIe x16 slots should have a full 16 lanes.

Yet according to CPU-Z, the Link Width on the Graphic Interace is x4, where Max. Supported is x16.

What gives?

I have two cards, both of which are in a x16 slot.

FYI, the cards are NVidia Quadro NVS 440's.
