Default normal psu voltages??

So I got a new psu and its not what I would have bought but it was a gift. Its made by diablo, two fans, 550 watts (alegidely). So I plug it in, chek my voltages in everest and get this

seems low, but I plug in my factory psu from compaq which weighs a lot more btw, and they are the same.

they all seem fine except the 12v is at like 11v, is this normal, bad ? help me out, because I may go return this at tiger tonight

11 volt is out of spec and it is dangerous to continue running your PC

Any other opinions, I'm thinking maybe the sensor on the mobo is off a little since they say the same thing.

It should be as close to 12v as possible. If you have a digital volt meter, pull the PSU and check the voltage analogue for the 20/24 pin (ATX connector) and Molex connectors (the thingys that power your hard drive/cdroms etc.)
