Default New MB,CPU,RAM,PSU, and V-Card. System wont start.

I just bought a new Intel P915PGN P4 mobo, a P4 processor #631 (socket T), a Diamond Radeon X550 256 MB card, 1 GB of Crucial Ram, and a Cooler Master ATX12v 450w PSU. The only old stuff in my computer is the HD, floppy, and CD-Rom. I double checked all the connections, and everything is plugged in properly.
The computer powers on, and all the fans start spinning, but that's it. No signal to the monitor, and no response from the hard-drive. I can't even enter the BIOS.

The whole reason I bought all this was because my old motherboard went out. But now I'm stuck. I've pulled apart plenty of computers and swapped lots of parts, but never started with this much new stuff. I know Windows XP can have problems starting up when changing the chip-set, but I get nothing at all right now. Please help!
