Default my dr/dvd drives aren't working properly

Hi guys, ok here's my problem. I recently rebuilt my computer. I've installed a new MB ECS G43T-M v. 1.0.a with an Intel E-8500 core 2 duo processor. My IDE drives haven't worked properly since. I have a Sony DVD/R and a Samsung CD/R. Whenever I play anything in either of the drives my comp goes into sputter mode and my mouse skips. For example, I played a song in Windows Media Player and tried installing software off a cd in both drives and the sounds skips like crazy and my mouse starts to lock up. Considering my processor plus 2g of RAM this should not happen eh? Plus my old comp before rebuild never had these probs and was way undergeared compared to the new one I just built. I played around in BIOS and also went into device manager and made sure nothing was running PIO. Please, and advice would be so appreciated. I'm stymied. Thanks and cheers
