Default Key changes on keyboard. Remapping?

I've recently discovered that my Windows Left key is now operating as if it's an up arrow and my hash key shuts down my computer.
I've tried various programs to remap these keys but they all seem to think the keys are operating as they should.

I've checked for viruses with various programs and also run a combofix but they're still the same.

Any ideas please?
