Unhappy help with power failure

hello,

i think this is a hardware problem..but im not realy sure.

ok, when i boot my PC it says:

"Hardware monitor found and error"

so i press delete and go into power options => hardware monitor, now this is where i get confused, there are a whole list of voltage readings going in a list like this:

VCORE Voltage 1.7V
+3.3V Voltage 3.2V
+5V Voltage 4.5V
+12V Voltage 12.5V
3VSB Voltage 3.2V
5VSB Voltage 5.1V

CPU Fan Speed 5232RPM
Motherboard Temprature 21C
CPU Temprature 40C

the one im most concerened about if the +5V reading as:
a)its reading out 4.5V and,
b)its highlighted red by the hardware monitor.

the first thing i need to know is, is this a hardware error (im not thick i presume it is, i just dont know much about power). Second if its a power failure, is it caused by the actual power unit or by the Moboard.

Exact same mobo as that article, and my friend has the exact same issue.
