hard drive question

I have a 40gb hard drive that is divided into local disk C, D, E. I have ran out of space on local disk C and every time i try to download something it says 'not enough space' when i have 15gb on my local disk E. How can i change my settings so everything can download in local disk E because i dont get a choice of which local disk i want it to download to.

I THINK if you move your Temporary Internet Files folder it will work. IE > tools > internet options > (temporary internet files section) settings > move folder

The downloads arent just from the internet. Say if i want to install a program from a cd, it say 'not enough space' even though i have 15 gb in local disk E.

i have a partition drive and i want my local disk E to be my main one but i dont know how...
