And don't say that it could be windows/video driver. I've formatted 2x (for other reasons), and i have had no results.

Especially if it happens in every game even after multiple formats.. |

Ok, maybe it your something with your mobo. Goto manufactures site for that model and follow instructions for BIOS Flashing.
Download HardDrive Health, AKA HDD (Using google to find). Post a screen shot of its SMART table.
How long did you let memtest run? |

try this:
right click ur " My Computer " > Manage > Event Viewer > System
and check if there are any errors marked red, if so then post it up here |

Such as AVG or Black ice or Kesperky (Sp?)
I was also thinking that he could take a screen shot of the performence application as he comes out of a game.
Its in administrative tools in control panel.
The graph may show whats sucking up so much CPU time.. |
