Interesting.... My only suggestion would be to completly uninstall the game, reinstall it and then update to whatever patch you were using last... |

And don't say that it could be windows/video driver. I've formatted 2x (for other reasons), and i have had no results.

Ok, maybe it your something with your mobo. Goto manufactures site for that model and follow instructions for BIOS Flashing.
Download HardDrive Health, AKA HDD (Using google to find). Post a screen shot of its SMART table.
How long did you let memtest run?

i agree im using Zonealarm and it uses 30Mb of my RAM
try this:
right click ur " My Computer " > Manage > Event Viewer > System
and check if there are any errors marked red, if so then post it up here

He could try using XP Firewall, No firewall or another firewall.
Such as AVG or Black ice or Kesperky (Sp?)
I was also thinking that he could take a screen shot of the performence application as he comes out of a game.
Its in administrative tools in control panel.
The graph may show whats sucking up so much CPU time..

Is Cool 'n' Quiet turned on?
If so, try turning it off and see if that does anything.
