Default DVD drive problem

I tryed google, but couldnt really find anything.

My NEC DVD drive was OEM, so the drive came by itself. It wont let me play DVDs because I need to have a DVD debugger. Would I be able to DL something like this off the internet or would I have to order it from a company that supplies them?
