Dire computer problem, restarts at win loading screen

Basically it goes to the Windows loading screen, loads, then restarts. I can't get into safe mode / anything.

I tried to boot from the Windows CD and I get the bluescreen with an error STOP : 0x0000007 or something along those lines. My goal being to reformat.

I also tested the RAM, it's good.
The power supply is also good.

its a Asus motherboard
intel pentium 4 processor
gforce 6200 pci-e
1024 ddr2 ram

yeah I wrote it down 1 second.

it's at the bluescreen:

Stop: 0x0000007b (0xF7c7a524, 0xc0000034, 0x00000000, 0x0000000)

if your main goal in all of this was just o reformat, try the boot cd linked below and boot from that and use the HDD tools to reformat then boot form XP CD.
