This sounds like a dead PSU to me.

ive tryed 2 different PSU's The first one (Being very new) does what i said above.
The second (old) Turns the pc on, sounds normal all lights and fans working, But no signal to screen, And u cant turn it off via the off switch, you have to psyically turn it off at the plug.

Was the machine working properly before or is this a brand new build? If its a new build recheck all of your case/front panel connections on the motherboard.

Could be a bad MOBO. I've seen this problem before on a friend's PC. He simply unplugged everything, plugged it all back in and it turned on. I can't say this will work for you but it's worth a shot.

What the, your motherboard does NOT have a slot for the 4 or 8 pin CPU power connector? What brand and model is your motherboard? List it up right here, I have to see this.
