Angry Atxstf oxn select 1100 fan

I'm having problems with my old computer the Gateway ATXSTF OXN SELECT 1100. I've read somewhere that the AMD 1100 processor may be giving improper voltage readings to the motherboard making the fan go into overdrive. My BIOS has no option of changing the voltage so I got stuck there. What I did do was turn the speed down of my CPU inside the BIOS menu and now the computer runs without a fan fail but at an incredibly slow rate (and it's definitely not quiet). Does anyone know why this happens? Are there any solutions to this?
