That cooler got pretty good reviews from what I researched, I mean if you're on a budget then you can't always afford 200.00+ just for a couple degrees.

Well, if you're getting 1GB modules, then I recommend this RAM instead:
Newegg.com - Crucial Ballistix 2GB (2 x 1GB) 240-Pin DDR2 SDRAM DDR2 800 (PC2 6400) Dual Channel Kit Desktop Memory - Retail

As already mentioned, I recommend against the water cooling. Get one of these two that have already been mentioned:
Newegg.com - Tuniq Tower 120 P4 & K8 CPU Cooler - Retail
Newegg.com - Thermalright Ultra-120 Extreme CPU Cooler - Retail (must buy 120mm fan seperate)

Oh, and I noticed you don't have a hard drive picked out.

I'd check out the new 7200.11 Seagate drives for that:
