How is Refresh Rate measured?

Does the video card effect how high the monitors refresh rate can go?

I thought it was just the monitor but i read somewhere about the video card increasing it.

oh just wondering. Accually I just read that the Video Card DOES in fact effect the refresh rates on a CRT. but i guess not on a LCD. hmm that sucks.

talldude123 Banned Join Date: May 2005 Posts: 7,928	My LCD monitor can't go higher than 75Hz, and other monitors on this video card can go up to 85hz. So it depends on the monitor.
