Default help something wrong with comp

so im at my friends house trying to fix his comp heres his compoments

ASUS Striker Extreme
E4500 CPU
nVidia 8800GTX
PC POWER & COOLING 610WATT
Sound Blaster XFI Fatal1ty edition
Samsung 200GB
Antec 900
CD/DVD Rom Burner
CD-RW ROM
2gb Crucial Ballistix
Zalman 9500
Samsung 22in

So i helped him install his new power supply and monitor but when i turn it on now it just goes to the menu where it lists start in safe mode, safe mode with networking,Safe mode with command prompt and normal start up i tried all them it just restarts and goes to the same message.
And sometimes it shuts down at the boot up for like when windows comes out for you to go into setup and post bios it goes beep and dies.

Is this XP or Vista? If it's XP use chkdsk /f which checks the drives and fixes any problems. Use the installation CD to boot and choose repair windows from it. If it's Vista, it has all the utilities needed just pop in the install disk and let it fix itself. Could take a few steps before it's fixed, if it does at all.
