Default help with power supply

So i finally figured out what was wrong with my friends comp turns out to be a defective psu it makes a beep and shuts down the whole system my question is this.

can a pc power and cooling 610watt psu handle all these parts

antec 900
zalman 9500
e4500
8800gtx
sound blaster xfi fatal1ty edition
asus striker extreme
crucuial ballistix 2gb
samsung spinpoint 200gb
and 2 cd/dvd roms

Ram: G.Skill 2x2GB Kit PC6400 800mhz
HDD: Segate Barracuda 500GB

Case: CM 690 Case
Monitor: Samsung 22in 2MS and Asus 22in 2MS
Heatsink:Tuniq Tower Heatsink
OS: Windows Vista Home Premium 64bit

perfect so if the powersupply cant handle it it wouldint even boot up huh?

well whats happening right now is the computer boots up for a few secs and i goes beep and shuts off and when i plugged in the old 500watt psu it runs fine.so does this mean his new pc power and cooling 610watt is defective?
