Default USB 1.0 to 2.0

Is there a way to upgrade from a USB 1.0 to 2.0 without changing the mobo, like an external USB port? Would having one of those defeat the purpose of having a USB 2.0 in the first place?

You can find a cheap 3-5 port USB 2.0 add-in PCI card at any local comp store for $20.
