TV Tuner requirements

Okay, I have recently become intrigued by the concept of recording television onto a computer (gazes in aww). I have a few questions.

1) What is the basic stuff to look for in a card? I am really new to this and am hardly familiar with the basics.

2) What type of software can I use? Preferably open source or free anyway.

3) What type of PC do I need? I have old Optiplex GX1 (350/256). Any chance that will work with a properly fitted card?

4) Anything else you can think of that I might need to know.
