Default PSU questions, again

I bought a Sunbeam modular PSU after my stock raidmax unit fried. I wasn't too bright on the subject at the time and didn't realize anything about dual 12v rails and when I got it and hooked it up, it worked for a while and then I got errors from my vid card stating the the card was automatically downclocking itself due to low power issues.

The sunbeam is a 450 watt unit, and the card I want to power is a old school (600 bucks at the time I bought it, darn it) ASUS 6800 hybrid with two power connectors.

I thought I'd be smart to go and get a cheap EVGA 6200 card that takes less power and not have to fuss about the power supply, but the performence drop was very not worth it. I can play HL2 on lowest settings with this combo, and my older games stutter sometimes.

I want to spend no more than 60 dollars, and I'm giving myself a ten dollar leeway for shipping costs, so 70 total. I need healthy 12v dual rails and stability. My machine encodes video and plays games frequently and also runs almost 24/7.

Sleeved wires is a plus that I enjoy from my modular PSU I have now, so I hope we come up with something with sleeved wires again.

looks pretty reliable for the price, dual rails, sleeved wires, plenty of molex connectors (i have six case fans and my video card takes two connectors itself), and it has a nice appearance.

the only thing i am weary about is the brand, i don't hear much about rosewill.

suggestions?

Very reliable, powered an Opteron 170, 2 hdd's, eVGA 7800GT + VF700-CU, a bunch of fans, and never had anything wrong with it. Sold it to get an OCZ 600W powerstream cause I upgraded to a 7900GT and was planning to get watercooling and just wanted to get a bigger PSU to be sure I won't have to upgrade again.
