Default PSU, Connectivity

I believe the category that list ATX, Micro-Atx, etc etc, has something to do with the motherboard (seeing motherboards listed with those keywords). Am I wrong?

In buying a PSU, what should I consider the most relevent aspect of it (aside from the wattage that it delivers).

Amerpage on the 12V rail. (depending on your system, you'd want it in the 25-40 range)

weight. heavier PSU's tend to be of higher quality

brand. get a reliable brand (fsp fortron, antec, enermax, etc)

Ok im looking for a wattage of around 400 - 550

do you know of any good one? its still hard for me to choose the psu, i havent really focused my research on psu's, aside from wattage requirements

my budget is up to 70 and ive seen some psu round my preference but i dunno if they're any good

what happens with the fans located on top of the psu's? do we install holes at the top of the case? (not considering the psu's with the rear located fans)
