i have a 700 mhz processor and i was wondering if buying a 1.7 ghz pentium 4 is even worth it or will it be oblselete b4 ive had long enough to say i had it or should i just wait and buy a 3.0 ghz or something along those lines

You will end up having to buy a new mobo to support the P4, since there ARE no 700mhz P4s. If you plan on multitasking, then the 3.0ghz Pentium 4 is a good choice, but if you want to game, then you should probably consider the Athlon 64 family.

EDIT: Oh, and your sig is too big. Max is 468x120.

There isnt alot of point buying a 1.7Ghz because its somewhat outdated.
