Default New pc for dad

My dad wanted to upgrade his pc again with like a new mobo but he's running an amd 3200xp which is old school, I told him it's time to build a new pc..

Can I do a decent new pc for like 600 bucks?

I just want opinions on the best hardware right now for this price range, thanks again~!

He's plays like flight sim from microsoft but that's pretty much, so he does need at least decent graphics but definatly not a computer for crysis.

The PSU is probably way more powerful than you need, but it's on sale.
