no need to decide now..

am2 and conroe are comin out later in the year, so you can make up your mind when they're released and benchmarks are done..

so why do you NEED a really cold computer?

well I don't really overclock now...but I would like to do it with my next computer.....I read about phase change and heard it can cause moisture in your computer :S which probably isn't good and its expensive haha. but I would like to have one around 0 degree's just to have it cold too..whether its being O.C'd or not.

Next year fall?! That's ages away. Everything would have changed by then, wait til closer until you start researching for your new build.

phase change? they run about 900 and up... thats a hefty price tag for cooling. maximum pc did a little section on them, and they keep idle temps around 0F so ya, but why bother unless you want to set some sort of overclocking record ... bragging rights?
