my OS is installed on drive C, if I transfer all my music,pics,videos,etc... to my
data drive(drive D) then will I see a boost in performance? also is it safe to do this?

There will be a boost in performance but unless your comp is aweful you're unlikely to notice any difference.
I have such a setup (so yes perfectly safe), it does mean you can defrag on one drive while playing a game off another (for example), so I suppose there are a few benefits.
It's better to have data and such on a separate partition and/or drive than your OS is. That way if you have to reinstall your OS for some reason, you don't have to worry about your data being erased or having to back it up when formating.
