He just needs a computer that will be able to play all the games in max settings except Crysis on a 22" monitor. This will be overclocked. He will just use this to play games, school stuff, and browse. The cheaper the better so he can save some money for upgrades. He currently doesn't have a computer so he won't have any parts to re-use. He needs everything like mouse, keyboard, monitor, etc...
