Default Building a server (no budget yet..)

Since i was asking here for help to build my new pc months ago... i was starting thinking about getting a server, mostly for keep my pc away from 7/24 days & hours on.
So i can have this PC just for games, surfing, reading, watching
( pr0n ) if you know what i mean..

Anyway right now i don't have a budget so i want to ask you everyone that want to help, what parts for my storage, (mostly) downloads, and 7/24, computer should i get/build.

It don't require to be expensive i just want it a simple but very good as possible .

Windows? Pffft...go Linux! It can handle a lot more RAM natively, can better handle multiple processors more effeciently (with the SMP kernel), and is a lot more stable overall compared to Windows.

Will the server be handling heavy traffic? If not then it probably doesnt need as much power as those Dedicated Xeon Servers.
