are there any stickys in the forums that might show components for a budget system in the $400 to $600 range that will not be used for gaming and video editing? Such as cpu, mobo, hd, p/s and whatever else might be needed.

Off the top of my head. A gigabyte or msi motherboard with pci-exdpress for around $80. Athlon 64 3200+ 1GB Corsair Value, NEC 3550A DL DVD+_RW Burner, WIndows XP home, 80GB Sata Hard Drive, Aspire Case, ATI X1600PRO. That's around $600.
