Default Bottlenecking

Once and for all, I want this whole bottlenecking thing straightened out. Can anybody answer me the following questions with good explanations and legitamet information:

1) With a really crappy CPU, paired with a high peformance graphics card, would there be any decrease in graphics rendering performance in respect to the graphics card? (ie. a P4 clocked @ 1.6Ghz paired up with a 6800GT)

2) When it comes to a higher-end AGP graphics card, say a 6800GT, would the negative effects of having an AGPx4 slot as opposed to a x8 slot be really that significant?

At low resolutions, a faster CPU will make the framerate higher. At higher resolutions: 1280+, There isn't much difference.

You loose half the theorectical bandwidth from 4x - I'm not sure how much performance you will loose.
