Default Another RAM question

My motherboard says it will accept up to pc-2700 RAM. Is pc-3200 backwards compatible? If so, is PQI a good company. I haven't read very good reviews on them, but some people just write reviews when there is a problem. I was looking at this.....

Knowing that it will work has brought me to another question. How fast of ram can I buy and it still be backwards compatible? The reason I ask is that I plan on building a new system sometime around the middle of next year. I would like to buy the best ram I can so I don't have to buy more for the new system. Is this a good idea, or no?
