Are there AGP 2X/4X video cards that will play games like Delta Force Extreme that require video cards that support HW T&L (Hardware accelerated Transform & Lighting)?

How about a 6600GT? The card is best suited for AGP 8X, but running it a 4x slot wont hurt too much. You might be able to find a 6800GT AGP if you're lucky.

If money is a mild to moderate issue, then a GeForce 6600GT should suffice, and will work on most motherboards, as long as your AGP slot supports the 1.5V carrier voltage (most universal AGP 4x/2x slots will fit this case).
