Default 700$ Build?

I am about to order tomorrow and need advice ASAP.
I want a AMD Dualcore (pref. 3x)
Must have 4G RAM (6G perferred)
Don't need: Mouse,keyboard,monitor,GPU, PSU (List one anyways as I want expansion of a better GPU)
I have no clue which one to get Vista Premium 64-Bit or Windows 7? Can someone give me a crash course on the difference and which is better?)
I am not looking for the best items DDR3 or whatever, just want a build that works fast and can do everything I want, such as games (CoD6 ,COD4, and word processing.)
If it is possible please do include a good GPU if the budget works out for everything else. I woulda like GeForce because I do not AA much, so I don't really need Radeon.,

What PSU and GPU do you currently have? Kinda hard to make something without knowing that. But if you have decent ones of those an i7 build would probably be in budget.

Just a Dell generic 300W PSU and a EVGA 9500GT. I will be replacing the GPU but IMO the PSU needs immediate replacing.
I am still pondering whether to get the WIndows 7 or Vista.

Win7 is the way to go in my opinion.

This build is a decent bit under your budget, but you can fix some things around.

Total comes to $589.45 with shipping, then you get 25 bucks back in a MIR.

This will get you more than enough firepower to do what you want. There's room for tweaking, since we're still about 100 bucks under budget. I tried to fit in a x4 955, but it wasn't wanting to go in, that's for sure.
