How do you figure that one out? 3800+ has a higher rated IPC than the 3700+ hence why it has a higer P-rating...clock frequency > cache size plain and simple, especially on AMD64s which use L1 and L2 cache very efficently, which is basically why you see Intels with much more cache than even the cadillac FX processors
Larger cache is a nice feature yes, and it does depend on the specific application and in specific applications the 3700+ will edge out the 3800+ due to the larger cache, but looking at the overall picture at stock speeds, the 3800+ is the faster core, plain and simple
That being said, the 3700+ has a better price/performance ratio than the 3800+, although as I mentioned the 3000+ or Opty 144 has an even better ratio
