Default 2 questions

1st- well my dad just gave his dell inspiron 9100 series laptp to my sister and its really slow and its got a 3.2 p4 procesor. could it be norton slowing it down?

2nd- when i bought my pc it cam with the older version of xp sp2 and even when i do all the updates it stays the same
is there a way that i can send in the old disks to microsoft and they send me the new one?

1 - Very possible.

2 - ??? XP is XP, whether it is an older disk or not. Once you update it, you have the same product.

In the user accounts there is an option to use Fast User Switching, try changing that to see if it changes it to what you are used to.
