I have a questions. Are unlocked cellphones illegal?

According to this, no. Service providers most likely wont be happy. But from the looks of it this is legal.

I would read that as well. As it covers some other aspects not brought up by the first link.

Like Mak said, unlocked phones aren't illegal. The service provider you're trying to hook up with may not like it, so you might wanna ask them what their policy on unlocked phones are if you want.
