Everything is turned off.

Nothing is running. Except my volume icon in the lower right hand corner.

Yet, I only have 1.6 gig of RAM free out of 2 gig. Where's the rest going?

Actually, if you've got that much RAM, Windows will take as much of it as necessary.

How many processes do you have running ?

Like Mogal said : Windows will operate to the best of its ability. It will use as much resources as possible to ensure the best performance.

Does it really matter? 400mb out of 2gb is nothing. You have a large amount left over.

The OS will alter the RAM usage. If you open an application, it will lower the OS usage of RAM and transfer to the Application.

Oh no, it doesn't matter at all. I'm just trying to understand where it's going.

There's 25 processes running. All of them are using anywhere from 28k to 48,000k. From the looks of it, I'm more than sure this would all add up to 400ish.

Is it safe to shut them off? Or are these processes just... more or less Windows XP in action?

I wouldn't shut them off. It would appear that you have no need to turn them off. 1.6gb is plenty of RAM to run any application(s) safely.
